Phase 0 began after the 2014 election and had a low impact on building occupants. This phase included installing building utilities, primarily in the basement and the moat area of the courtyard.

During the Cannon Renewal, the rotunda's original plaster dome was repaired and painted the historic color, which carries the color of the stone columns up through the cornice and dome to the skylight. The intent is to make the Rotunda look as if it was all made of stone — similar to ancient Greek and Roman structures. The skylight, which was replaced during the project, now allows natural light to filter through the space, highlighting the rotunda's impressive architectural details. However, AOC's 2018 analysis indicated that inaccurate estimates of costs for risk mitigations, unknown risks, and optimistic assumptions about the effect of risk mitigations on the project's cost and schedule could affect its total cost. AOC updated the analysis in December 2019 and estimated the project cost at $890 million. These new offices for Members of Congress dramatically changed how the House of Representatives worked.

The Architect of the Capitol is committed to maximizing taxpayer value, reducing the risk, and minimizing disruption to the work of Congress. In response to COVID-19, our Blue Cottage of CannonDesign team worked with L.A. County to rethink workplace strategies specifically aimed at reducing leased building space. Our team re-envisioned the county’s portfolio of administrative facilities, resulting in a six percent reduction in leased space and a 14 percent reduction due to alternate ways of working. Our work involved assessing individual departmental needs, evaluating leases, and analyzing and optimizing the total portfolio. County with the potential to realize annualized savings of up to $7 million through lease terminations. How can the Architect of the Capitol ensure the project delivers good value to the taxpayer?

In order to support the building with much of its foundation over this tunnel, engineers had to drive concrete pilings 26 feet deep. The Guastavino Company used patented techniques to construct a masonry vault in the building. The company brought to the U.S. a tradition of Catalan vault-building with roots in masonry techniques from around the Mediterranean. Multiple layers of thin tile laid with Portland cement in a herringbone pattern create a beautiful arch; more importantly, such vaults are strong and fireproof, quick to construct, and require fewer building materials. The Guastavino Company built a similar vault in the Russell Senate Office Building and completed structural tile vaults and a spiral staircase for the Supreme Court building. The vault in the Cannon Building supports the weight of the building's Rotunda.
